And there is no evidence that it was worse than previous transitions You keep repeating this. But the reality is there is no evidence there has EVER been vandalism in a previous transition. It simply isn't there. All you've got is a GAO report that says "there is no evidence the '01 transition is worse than any other". Well, that's true. In fact, there is no evidence AT ALL about any other. Because there has never been vandalism before. Prove it or STFU.
