Yes, absolutely! With a few minor exceptions:

1. A resident of the reservation chooses to stay on a reservation or not.
2. A resident receives subsidized health care, education, welfare, subsidized housing, access to all social services.
3. A resident can vote in reservation, local, state, and national elections.
4. A resident does not have to work at all.
5. A resident isn't normally beaten to death, gassed, incinerated.

I suppose I could on. And on. But your point is very well taken - they're almost indistinguishable.
