(I assume that includes --- not just the actual legislative language --- but the much larger set of administrative implementation language....) Any way you slice it though... it's a FAR TOO COMPLEX and corrupted mess, with annual compliance costs easily around $200 Billion. (And that compliance cost figure DOES NOT include the opportunity cost of forgoing more productive economic activities merely to capture some narrow-based tax gain.) The true cost to our nation's economy is likely MUCH in excess of that '$200 Billion per year' figure.
