Quite often users find they want to upload after they have already begun to compose their post. Sometimes - depending on browser and settings - backing up to an edit window after doing something like that will return a blank form with all of the previously entered content missing. That can be a rather unpleasant experience, especially for us long-winded souls. Opening the upload page in a new tab or instance avoids that potential. It also makes it easier to upload multiple items while composing a single post.
