It didn't. Bush had many pro-environment accomplishments.

He has a shameful record you mean. First day in office...there's a laundry list of actions showing that the environment was the last thing on his mind.

White House announces regulatory freeze
January 20, 2001: White House Chief of Staff Andrew Card issued a memo to all federal agencies ordering a 60-day suspension of all rules finalized by the Clinton administration at the end of its term. This action goes far beyond the previous administration's review process by even suspending rules that already have been finalized or published in the Federal Register. Card's memo covers numerous important regulations to protect the environment and public health.
