I don't have the intellectual where with all to go
after the article either way.

But my *gist* of it was:

(a) China prints more paper because they have to.

(b) More - China Money floating around in China - raises
the prices of material, labor, and overhead within China.

(c) Because of (b) if it cost China 9 cents to manufacture
a toothbrush in 2008 - it will cost them 11 cents in 2009.

(d) Walmart comes along and still buys toothbrushes from
China because they are still the low cost producer (versus
all others)

(e) Walmart bumps up their USA toothbrush price by 2 cents
to cover the increased cost.

All of the above could be hog-wash - but thats how I
took it.
