There is no doubt that the Civil Rights legislation passed under LBJ did this. None, whatsoever.

LBJ was a horrible president, but you have to give him and JFK that much.

I have always been an advocate for strong education, which to me is the great equalizer.

Which is why I am alarmed that, for example, the dropout rate of blacks in California exceeds that of Hispanics.
