Congress, much like presidential candidates, can multi-task. International war crimes are not pardonable. We may forgive them, but the rest of the world won't. You want to see a Pinochet situation? Shrub in Japan to make a speech and barf on somebody, and get busted over there? We have to do it ourselves. It's what great nations do. Not good countries, pretty good countries, or almost great countries, but great countries. Are we or aren't we? Who else will officially torture and say "The US does it, so we can"?
