I am guessing too much regulatory risk of bank nationalization and such in Europe. They are quick to nationalize and leave preferreds just hanging with no divys.

OT- Portugal's soverign debt rating might be cut

OT? I seem to remember someone posting a chart of ratio of stock price A to stock price B. Anyone knows what site/service allows one to create such charts? I wanted to see WSC/BRKB ratio chart for example. :)
