Some forms of bold gutsy action may help.

But I suspect that being extremely bold is more likely to cause problems or make the current ones worse, than it is to greatly improve things.

If bold action is to be taken, it should at least be coherent and understandable, and announced and explained early on. Jumping around from one plan to another will only create uncertainty and discourage private investment.
