What is it you don't understand about this?

DIRECT FUNDING of abortions overseas is still *banned* by US law.

What is going to be over-turned (the 'Mexico City policy') is the ban on US foreign aid going to nonprofit organizations who might mention, discuss, or even provide birth control or abortion services --- even if they only do so with totally segregated funds.

The distinction seems to have escaped you.

DIRECT US FUNDING (of abortions) will continue to be banned... but if some worthwhile nonprofit does AIDs screenings, hands out condoms, gives vitamin pills to mothers-to-be, (and yet also has a separate branch that may enable abortions), the US will *no longer* be prohibited from providing foreign aid funding to the 'non-abortion' portion of that nonprofit organization.

No US dollars will be allowed to fund abortions.
