And we paid the cost in 2003 for having to resolve what should have been finished in 1991, the removal of Saddam Hussein. Had we done so, it's likely the cost would have been similar.

Furthermore, the entire global community, as well as the Iraqi people, paid an even greater cost because their economic development was stunted by 12 years of needless sanctions that would not have been necessary had Saddam been removed in 1991.

Given Iraq's tremendous oil reserves and potential production capacity, it's possible that we might never have seen prices surge to $150/bbl. Now we'll have to wait additional years to see it come online to it's full potential.

Additionally Iran, still recovering from it's war with Iraq, was in an even worse position than it was in 2003. We would have been in a position to possess even greater influence that might have thwarted the formation of Al Qai'da before it was able to generate momentum in response to US forces being required to locate in Saudi Arabia (Bin Ladin's biggest beef) to defend against Iraq.

So there is more to "counting costs" than merely being selective in your time period. Saddam should have paid the ultimate price in 1991, not 2003.
