BBC has a show called 'Spooks'(MI5) which is on the order of '24.' The script swiftly adjusts to current events and when the Madoff scam was revealed, the latest Spooks episode had a character named 'Manoff'-- an international financial speculator. What Madoff is a common law violation and is clearly illegal absent any statutory laws. The idea of regulation is to prevent the harm before it happens. Clearly, they were too busy in Washington talking to each other to notice the country was crumbling around them.
