3 is all we know of. LIke with Abu graib, this could have been used more frequently than you know. Sure it could. But we know the circumstances under which it was authorized. I don't know how you hold Bush responsible for shit he specifically didn't authorize. To put it in perspective, there may well be some activities underway in Iraq or Afghanistan today that Obama wouldn't approve of. Is he responsible for that? Of course not. Again, the Bush administration prosecuted forcefully those responsible at GTNM.
