Technically speaking...

Stochastics have drifted into the oversold region. Waiting for a cross of the FS (blue) over the SS (green), signalling a buy. This has occurred.

I don't go by analysts recommendations either. It's not un heard of for one analyst to say something is a BUY and the next day another says it's a SELL.

I can't say I agree with the idea that analysts downgrade stocks so large buyers can obtain positions without moving the markets. I think that would be illegal first of all and second it could hurt their business. Not saying it doesn't happen, just that it may not be as wide spread as you make it sound. Could also be that when an analysts says a stock is a HOLD at $17 and it drops to $14, that might make it a BUY.
Either way I can say I don't trust many either.
