The US Air Force spends more on space than NASA does.
Their suppliers are the same.

NASA - Pentagon Part of this is cost savings, and putting nice face on it. The other part is everyone is afraid of having their budgets reduced.

My best guess of the root cause - NASA has had leadership, culture, and direction issues.

China bogeyman is useful for funding on the US side.

I expect the China side can point to "aggresive plans of the dominant hegemon" for funding also...
