put up such a weird story- a story which is evidence of improper food handling

Yikes, did I hit a nerve this morning? You were arguing against testing of food by saying if the food is treated properly there is no danger. You mentioned baking soda and cooking as I remember. Well to the best of my knowledge the homeowner is not going to put baking soda on peanut butter nor are they going to cook.

Of course there was a breakdown in the preparations of the food - BUT that is what you test for. Boy. I'm really confused as to your logic here?

some improper food handling in there somehow, that introduced a bacteria that comes from fecal matter.

Wrong. E.coli comes from fecal matter, salmonella exist in a good share of the chickens in their body cavity. It was Salmonella that killed these people.
