Sort of. He had a decent honeymoon, but he was starting to attract criticism because of the Axis of Evil thing and the idea that rogue nations were our biggest concern. Plus, his stance on environmental issues were controversial. However, 9/11 happened and all that changed.

The only time the press gave Bush favorable treatment was during the months following 9/11/2001.

Before that, the talk was all about Social Security reform and the missile shield thingy. That and "tax cuts for the rich." No one in the media gave Bush a pass on any of those issues.
