It is the "moral hazard" thing. If they are too big to fail, then they can make risky investments without suffering the downside.

Very true.....but what we can do is penalize them for their excesses. For an example, a condition of getting TARP money should have meant that Thain lost his job as soon as BAC took over Merrill Lynch. AIG should have had its cash machine locked up the day TARP money passed into their till.
