Ted, the state will be sending out IOUs instead of tax refunds this year.

Wish taxpayers could do the same if they owed the state any taxes.

"You see, I would pay you the back taxes, but I just can't control my own spending. In fact, I spend 40% more today than I did four years ago. How about I give you an IOU until I can 'raise revenue'?"
