I am in favor of discouraging the poor from giving birth by any means necessary, but I don't see how it stimulates the economy, it would stimulate the economy much more to encourage them to give birth as frequently as possible. The amount of staffing necessary to provide birth control pales compared to the staffing necessary to keep unwanted children alive, clothed, fed, sheltered and in some form of custody, be it public schools or juvenile detention.
