I am a liberal but I've never thought of abortion as a form of contraception. There is this mistaken belief that liberals have abortions like getting a cavity filled. Every woman I've know who aborted a child when through considerable emotional pain and indecision before proceeding.

Some of them, but I don't think that's the real relevant issue here.

The US government restrictions where on funding groups that perform abortions, or promote them, or refer for them. Not on funding contraception. They wouldn't fund contraception efforts by the groups that are connected to abortion, because money is fungible.
