Those soldiers could have setup observation posts just in the yard below the house. Yes, but then they'd be sitting ducks and certainly wouldn't be covert. They were taking the house over, restricting the owner's movements, keeping them locked in their rooms, keeping the men from coming home...repeatedly. Yeah, and that's what happens when you pick a war with your stronger neighbor.

Every war in urban areas includes taking over people's houses, and restricting their movements at least temporarily. The people in the house may be suspected, or they may just be searching the house, or the house might be a critical tactical position. If Hamas doesn't want a battle among the population of the Gaza strip, I'm sure Israel will be willing to fight them in the middle of the Negev... Hamas wants the fight to hurt and kill Palestinian civilians, they are trying to get PR points against the IDF.
