Unfortunately, Democrats still see him as some sort of deep thinking intellectual. In between gaffes, or sometimes even during the gaffes (if you don't catch them), he seems like a deep thinker, who is sharp and knowledgeable. Apparently he's worked for years to develop the specific acting skill of seeming to know what's he's talking about. He's gotten very good at it, particularly if the listener isn't knowledgeable about the issue being discussed, or isn't paying very careful attention to what Biden is saying. But that just makes him more dangerous. If he couldn't hide his shortcomings then he would be less successful, and less able to influence political decisions.
