Brazil goes protectionist. Drastic return to policies of the 70s and 80s, when the country was a little exporter and imported 80% of the oil it needed.

The list of restrictions is big: Wheat, plastics, copper, alumínum, iron, capital goods, electro-electronic materials, autoparts, Vehicles and trasnport materials in general among others.

They might have got really pissed with that Doha thing not going ahead...
