I don't think Japan marked anything down from par. I'm just saying that in most cases, the banks have marked the assets so low (and maybe even unrealistically low) because of the forced mark to a distressed market, that if the rule was suspended the banks wouldn't have to keep all the money they've already gotten from TARP for reserves.
