Actually, it's West, but going "East". Will never happen.

A more likely scenario is:

The US will contract with Bechtel and Halliburton to build a chain of islands NE out of Prudhoe using LA garbage. The islands would be separated by 400 miles so the US could claim sovereignty continuously along the Northwest passage up to its ally Quebec. LA has enough garbage now, but if global warming melts the glaciers and the oceans rise, NY will have to contribute some of its garbage which heretofore was packaged as CDOs and sold to Europe.
