As you describe it Medicaid was for people under a certain income limit (a means test) and had nothing to do with unemployment health coverage.

This health coverage is a new proposal packaged into the stimulus bill and, as I understand it, will let John Thain have the government pay for his health insurance. (See today's NY Times)

BUT WHAT REALLY IRKS ME is that all this stuff is flying in under the radar under the guise of a "jobs" program without any debate about whether this is what Medicaid was intended for--and how much of a social welfare state we should become.
