Medicaid is broke because it is not fully funded and we manage healthcare stupidly. We let people fester until they are so sick they have to go the ER, where they are covered indirectly by the rest of us, leaving ERs to figure out how to pay. That is 20X more expensive than allowing the poor to have access to a Public Health nurse.

I've told the story of the $100 / month therapy that my daughter got for 5 months that didn't cure her plantar wart and the doctor finally resorted to surgery. I don't know how much all that cost totally, but was billed for probably $1000 or more. My son caught them from her - I cured it in 10 days with household bleach - a 100 year old cure for about $0.01 of bleach. No drug company or insurance company can get rich off it but it works great.
