It was decided that the infrastructure projects took too long to actually recycle the money through the system, and that the "stimulus" was needed immediately. Thus, the helicopter drop for most of it.

Count the economists that are for this and against it. Most think it's not enough.

I disagree, but I'm not an expert. I'm an anarchist who'd like to see the entire system burn down.
