Hmmm, good question. To me it is something that makes people want to go out and work - to earn the money they are making.

That does NOT include welfare stuff that gives the exact opposite incentive. Don't work, the government will provide for you. Soooooo, that money going to food stamps and extra unemployment compensation or child care or condoms is not a stimulus.
