If Israel had annexed the West Bank, it wouldn't have put it under an autonomous Palestinian government. You either wouldn't have had the Palestinian National Authority, or it would have been a Gaza only thing. Yes even fully annexed land could be given up, but if the land had been annexed it would only have possibly been under any Palestinian authority as part of some sort of final agreement, not just an interim step.
