Going towards eastern Canada might be better... The geography is easier for one thing..

BC agreed to a special exemption for the tankers going through the Straits of Juan de Fuca heading for the Puget Sound (Seattle/Tacoma). If there is ever an accident on that route, it is going to be ugly not only in the water but also in the courts and the channels of diplomacy.

The north BC coast is very difficult to navigate, very convoluted and subject to huge storms coming off the Pacific as well as giant earthquakes.

I honestly don't know why Enbridge is so sanguine about the permitting process, other than doing their job of being professional promoters of their own project.
