The experts can go somewhere else if need be. But if you had a DOE that just did those two things, while it would be odd to have such a limited organization as a full department, I could certainly live with it. Its not like you usually get much savings from restructuring agencies and departments. The problem is though that once you have a cabinet member with such a limited brief, he will probably push for additional work. How big of factor that is could be debated, but I'd say its a non-zero one, even if it isn't huge.
