That's a creative use of charging back. Much easier to implement within a corporation where there's a common authority.

In the international arena you can send a bill but getting it paid is something else again. Denying the conduct of business isn't necessarily more of a penalty to them than to us.

we make it cheaper for them to lock them up when returned than to let them illegally enter this country a second time.

We'd still have to convict them here, either that or be a party to the detention of folks who haven't had a fair trial. One of the reasons we want to deport them is the difficulty of conviction for crimes in immigrant communities.

We'd also have to have a way of knowing if/when they returned. If we had any kind of tracking on illegal immigration, we wouldn't have this issue in the first place.

Interesting mind experiment but I doubt it's workable.
