I don't have quite the conspiracy fear that you have of the police. I think most policemen are not going to be swapping out bullets- so most of the time, when police are involved in action, you'll know whose bullet hit whom. I like it. We can disagree on this one :-) I hate that the US is awash in guns and ammo (bothers me a heck of a lot more than silly old drugs)- I'd like to see a lot less ammo and guns, and this appeals to me as a step in the right direction- and it's probably constitutional.
