The licensing in 2003 is not as functional. If you are running Citrix it will take care of the 2003 licensing flaws. You can run TS licensing on any 2008 box and work around that problem.

2008 is much better. Printing is vastly superior and the need for third party apps to fix the shortcomings of MS TS eliminated for most installations.

There is no comparison.

Be aware of the memory requirements. In 2008 you are required to have realistic minimums just to load the box. For instance SBS 2008 requires 8 GB RAM. I was going to put up a SBS VM to test but could get it to load due to the hard and fast requirements.
