I would assume that depends on the item involved.

That was my thinking, too. I think McArdle is clearly right for tax cuts and rebates. And also to some extent to the state spending you mentioned. The money given to the states would be spent but other money would be saved by those who directly benefit from the state spending if it were possible for them to do so.

I struggle with Krugman's argument. He says "and if consumers take this into account." Economists take such things into account. It's hard to imagine the vast majority of consumers ever entertaining the notion. It's just too wonky.
