This seems more in line with the way I see it: americandaily.com I think Paleocons- perhaps folks like you- exaggerate the Neocon support for the welfare state.

"Better" in that case meant more likely to work towards strengthening the culture as seen by Kristol, rather than harming it. Neoconservatives, where like the religious right, in that the focused on cultural conservatism, but overall they where not quite as focused on religion, certainly less focused on proselytizing, (but they cared about certain values, often values connected to religion, and Kristol wrote negative things about secular humanism, such as "Secular humanism is brain dead even as its heart continues to pump energy into all of our institutions.") Their support for foreign intervention grew out of their strong anti-communism. They supported interventions against communism. Modern aggressive foreign policy from factions of conservatives is less clearly "neo-con", but its gets that label from many.
