Sounds to me like a "strong president" that wants to "wash his hands of the whole thing". They are not mutually exclusive.

Which is stronger? "Let's do X because we always have and there would be a political cost in doing Y" or "let's look at the cost/benefits and risk/rewards of doing X and compare it to Y"?

We're in South Korea in the first place because the military needed something to do sixty years ago... It's time we moved on.
