Like government funded unemployment compensation.

When FDR created unemployment compensation in his first term, it was intended to be self-funded from employer taxes. And he went so far as to state that if the program -- and SS along with it -- were not self-funded, they would be failures. He was very concerned with future Congress' meddling with these programs, and even mentioned the time frame of "1980" in this context. He specifically discussed SSA as a program which must be "actuarily sound" (his precise words) to be a success. Of course, now we know, it is NOT actuarily sound and it is, unfortunately, an abject failure of a social program for that reason.
