I can definitely see something to what you say. OTOH I'm not sure you can quickly figure out what will amount to "the good stuff", and its possible that even after time to consider the ideas we might still disagree on them. If the money is going to be spent anyway, you might have a case that spending it on big projects could be better than the normal pork. The problems I have with that idea, is that big projects can also be, or at least include, pork, and also that once you start the project it will probably demand future funding. OTOH once you start doling out normal pork, the recipients will probably want to keep getting it, and you've provided an incentive for others to grab it, so your not winning that way. What I really want is less government spending, but that's not in the cards.
