The American forces aren't "forcing" ANYTHING on these people today -- for the most part, our troops are playing a totally background role -- which is the reason Obama is able to think about pulling troops out at this time. He knows if the security situation wasn't stable he couldn't even think about it without threatening his entire presidency. If he breaks it, he bought it.
