I see. There would be nothing wrong with the statement if they were honest.

I think they mostly are/where honest about it. Their ideas of making it better might not have been popular with the left, but they supported changes to welfare, not eliminating it, or just ignoring it. Things like the Welfare reform that passed in the 90s.
