True, but think of the glory if it works. How do you tell if it works? Since we don't know what will happen without the stimulus plan, we don't know what the effect of the plan is, even afterwords. You can't just say "if things are bad the plan was bad, and if things are good the plan was good", because things can be horrible, but maybe the plan still made things better than they would have otherwise have been, or things can be ok or good, but maybe the plan reduced the level of improvement. There is no control group for this experiment.
