Yes, basically I agree. He will have to change the law in order to introduce a deficit budget. I just hope it is not any attempt at "stimulus" and only a protection of good parts of the safety net system for health and education. If every country/province stimulates to compete against the rest, where is the value? Out spend each other using debt? Who is lending by the way? Campbell also announced there would be a 20% reduction in senior beauracrats costs. R.
