It was the balance sheet of both the banks and the consumers that put us in this spot.

And the government. In usual economic good times government should raise taxes and raise the interest rates - so that there is a cushion for bad times. When the bad times hit - as they just have - then the usual government action is to decrease taxes and lower rates to stimulate the economy. Because Bush/Greenspan used up all our candy, this time we are in a unique mess. So yes it was government spending that is partially responsible for this mess.
