Locally in Orange County, we're doing just fine. A half-cent county sales tax (Measure M) goes directly toward infrastructure, and the difference is noticeable. The roads and highways are much smoother and wider than they are in LA County.

We too have our budget and spending problems, but isn't it amazing what you can accomplish with just a little bit of money and a little bit of accountability?

This grade is understandable because up until 30 years ago infrastructure investment was 20 percent of the state’s annual budget.

30 years ago......about the time Prop 13 took effect.
