There were lots of internal debate over the whole WMD issue, enough to fill many pages in Bob Woodward's books.

The CIA didn't know jack except that the administration wanted to push the WMD issue. So they presented only the data that supported what the administration wanted to see. That among other things earned that kiss-ass George Tenet the Medal of Freedom.
