That is why a computer system can yet be designed to make these decisions. Either your having people set up the criteria (which themselves could be manipulated to reach the desired result), in which case the point behind the computer is that it can calculate and rank based on any criteria you can reasonably reduce to simple numbers rather quickly, but the computer isn't actually deciding anything. Or if you want the computer to actually decide, you need real AI, which raises its own issues, and which in any case I don't expect soon.
